Heat oven to 375°F. Cut tortillas with 2 to 2 1/2-inch Halloween-themed cookie cutters. Place onto large ungreased baking sheet. Spray cut-outs with no-stick cooking spray. Bake for 5 to 7 minutes or until crisp.
Meanwhile, melt butter in 3-quart saucepan until sizzling; add onion and garlic. Cook over medium heat until softened (3 to 4 minutes).
Reduce heat to low;
add cheeses and milk. Cook, stirring occasionally, until cheeses are melted. Add sour cream; mix well. Cook until heated through (1 to 2 minutes).
Serve warm dip with tortilla cut-outs.
