Heat water in saucepan until boiling. Add green beans, cook 1 minute. Drain beans; rinse with cold water until beans are no longer hot. Set aside.
Melt butter in 12-inch nonstick skillet over medium-high heat until sizzling. Add garlic; sauté 1 minute. Add all remaining ingredients. Cook 1-2 minutes or until onions are softened. Add green beans; cook, stirring occasionally, 2-4 minutes or until beans are crisply tender.
